"Undercover terrorists among immigrants jumping the border fence"

The piece talks about the different branches of the Islamic State; however, the headline of the story refers to immigrants jumping the border fence. Only the first paragraph of the story speaks about the headline: "One of the ways the Islamic State gets its members into Western countries, including Spain, is by having them present themselves at the borders as refugees." There is no source to support the assertion that, as we see in the paragraph, is mitigated with a 'may'. (don’t understand this sentence because I don’t see a 'may' in the previous paragraph)

Also, it’s launching the idea that refugees may be terrorists, creating a dangerous relationship between Syrian refugees and terrorists. Linking these concepts creates a distorted picture of reality, it generates alarm and false stereotypes.
